Notices to Vacate - Service Family Accommodation

 

Earlier this year, under the Coronavirus Act 2020, the Government amended the Tenancy Act 2019 to introduce emergency measures to protect tenants during the Covid-19 pandemic. For Service personnel and their families remaining in SFA following the end of their entitlement, either due to leaving Service or estrangement, DIO followed Government advice by pausing, from March 2020, Notice to Vacate (NTV) action to regain possession of properties. 


Following a recent amendment to the provisions of the Coronavirus Act 2020, landlords can, from 29 August 2020, recommence action to provide notice to their tenants. Until March 2021, landlords must provide six months’ notice before they can begin eviction proceedings. In line with this amendment, DIO has now been given authority to recommence NTV action from 4 January 2021 on a phased basis. We shall continue to follow Government guidance in relation to the notice period; the period of the NTV will be for a minimum period of six months, as opposed to the normal 93 days, for any issued until March 2021, when revised Government guidance is expected. This period will allow those Service personnel and families who have lost their entitlement more time to make alternative housing arrangements. 


Since action was paused in March 2020, a backlog of cases has built up and we plan to spread the issue of NTV over a 3-4 month period, starting with the oldest cases first. All occupants are aware that they have lost their entitlement to occupy SFA and we will continue to provide details of how they can find support and source alternative accommodation. 


If affected Service Personnel and/or families have any concerns or enquiries then they should please contact DIO’s Loss of Entitlement Team at DIORDAccn-LOETeam@mod.gov.uk. The team will not be contactable via the usual telephone numbers due to social distancing measures still being in place.

Education Support Fund - Results

The Directorate Children and Young People (DCYP) is delighted to announce the results from the 2021 MOD Education Support Fund (ESF) bidding round

The MOD Education Support Fund (ESF) is open to publicly funded schools, Academies and Free schools in the UK attended by Service children, where schools are faced with mitigating the effects on those Service children whose parents are subject to frequent mobility/deployment.

This year’s ESF has been particularly welcomed by schools across the UK, with DCYP receiving a total of 115 applications requesting just short of £4.8 million.

The bidding round closed on 7 October 2020 and all applications supported by the funding panels will receive either full or partial funding. In total, 72 applicants secured funding from the 2021 ESF (19 full, 53 partial) and the funding will directly benefit approximately 16,500 Service children across England, Scotland, Wales and Northern Ireland.

Result letters were circulated to all applicants at the end of November 2020; all grants will be paid before the end of the current financial year.​

Produced in partnership with the Welsh and Scottish Governments, Business in the Community (BITC) has published this guide to help your business extend support to family members of those serving in the military.

Forces Families Jobs - Help Deliver the Covid-19 Vaccine


The NHS is preparing to deliver COVID-19 vaccines to millions of at-risk people across England.

 Forces in Mind Trust awards £500,000 to the ADVANCE Study to explore military to civilian transition experiences of combat veterans. Forces in Mind Trust (FiMT) has awarded £500,000 to the ADVANCE Study Charity over the next five years, as part of a ground-breaking 20-year project exploring outcomes for battlefield casualties in the UK Armed Forces. The ADVANCE Study (The Armed Service Trauma Rehabilitation Outcome Study) is a collaboration between the Academic Department of Military Rehabilitation (ADMR, Stanford Hall), Imperial College London and King’s College London. It is the first comprehensive long-term cohort study to investigate the physical and psycho-social outcomes of battlefield casualties. Previous research into the long-term outcomes of Vietnam or World War II veterans have been inconclusive or focused on narrow criteria, resulting in the need for a methodologically robust cohort study. As such, the study is focused on those deployed in Afghanistan with the UK Armed Forces between 2002 and 2014, and will take place over a 20-year period. Help to Buy Equity Loan Scheme

The current version of the Help to Buy Equity Loan scheme will end on 31 March 2021, but the deadline to apply if you want to take part is Tuesday 15 December.

To obtain the equity loan, your home must be built by 28 February 2021 and the sale completed by 31 March 2021. If you reserved your home by 30 June this year but construction has been delayed by coronavirus, the deadline for your home to be built is 30 April 2021 and completion of sale is 31 May 2021. More information about coronavirus-related delays to equity loan purchases can be found on the Gov website

From 1 April 2021, equity loans will be restricted to first-time buyers. Applications for this version of the scheme will open on 16 December 2020.

Covid-19 Issues for Compassionate Travel


 COVID-19 testing for Compassionate/DILFOR travel 

 

There has been a recent trend of foreign governments requesting UK citizens conduct a COVID-19 test prior to boarding a plane to their country.  If overseas compassionate travel has been approved by JCCC, the cost of taking this test (circa £150 per person), can be re-claimed at public expense. The cost of the COVID-19 testing can also be re-claimed for international DILFOR travel.  Any associated costs for international compassionate travel that has not secured JCCC authorisation, or for business travel, is for the relevant unit to manage.  

 

In all cases arranging the COVID-19 tests will be for the individual/unit to arrange, and not the JCCC. 

 

 

Compassionate Travel to Fiji  

 

All international flights to Fiji transit through Auckland, New Zealand (NZ).  There is now a requirement for any transit passengers entering NZ to be in possession of a Transit Visa.  In addition anyone boarding a flight to Fiji needs to be in possession of a negative COVID-19 test before boarding.  Below is the link to the NZ Immigration website (updated 9 Oct 20) which covers the routine to follow for Fijian Passport holders: 

   

 

Towards the bottom of the above website is the section ‘How to Apply for a transit visa temporarily’.  All the required documentation needs to be collated, the INZ 1019 form completed and emailed to: transit.visa@mbie.govt.nz.  There is no fee attached but processing time can be up to 7 working days.  

 

Exemption applications from UK MoD personnel will not be entertained.  Current options for compassionate travel to Fiji are limited. Personnel will retain their authorisation to travel but it is unlikely the journey will be within the short notice timeframes experienced before COVID-19.
